Our
people
are not
indifferent
upon
this
subject
, but
we
have
made
up
our
minds
that
we
can
reach
a
safe
&
desirable
conclusion
sooner
through
a
dependence
upon
our
own
exertions
than by
relaxing
these in the
hope
that
foreign
governments
will
take
steps
, which will
enure
to
our
benefit
.
I
believe

that this
contest
is
not to be
decided
by the
sword
–
but by that
more
silent
yet
far
more
powerful
weapon
the
pen
.
Thousands
upon
thousands
have been
mowed
down
,
our
streams
have
run
red
with the
blood
of the
fallen
, but
peace
is
to be
introduced
by the
pen
.
We
have from the
beginning
announced
our
desire
to
avoid
a
war
, but the
Gov
of
Georgia
in his
late
message
to the
Legislature
takes
, in
my
humble
opinion
, the right
ground
,
when
he
declares
it to be
our
policy
after
each
victory
gained
to
appoint
commissioners
to
declare
to the
Fed
.

for
peace
upon
the
basis
of the
recognition
of the
sovereignty
of the
states
&
the
principle
of
self-government
.
